We need to take a more fundamental look

I am writing a paper examining why it isimportantfor the PR industry to take a more profound look at the internet. It is, even by my standards, pretty controversial.

I thought that I might expose where I have got to progressively and invite you to comment as the thinking emerges and I refine its presentation.

Here is the first part (bibliographyto follow).

A large part of the public relations industry is now actively involved in some form of, or the management of, what is described as social media (Curtis et al 2009).
In addition, a significant proportion of academic papers and not a small part of student and practitioner education is devoted to internet mediated communications studies. ?On the skills side,? noted long time academian Kevin Maloney, ?the rise of new media is the revolutionary change.? (Maloney 2010).

Perhaps here is the rub. ?On the skill side? is a telling comment. It would suggest that the legitimacy of these new media or the internet?s societal significance is not as pivotal or central to public relations theoretical development as its recent practitioner popularity would suggest (Fortune Magazine 2010). The involvement of the communications industries in the recent European Commission Joint Research Centre Institute for Prospective Technological Studies ?Envisioning Digital Europe 2030? (Misuraca et al 2010) at a ?skill set revolution? or any other level was not supported by public relations industry or with PR academic or industry supported involvement.

With so many organisation?s constituents affected by the communications industries? digital activities both current and in the future, there is a case for examining the fundamental significance of the internet to public relations. The fact that so much of this future gazing has resonance with the objectives of so many of PR?s client base and the The Global Alliance for Public Relations and Communication Management, Stockholm Accords is significant.

The considerations are underpinned by the CROSSROAD Project, specifically on a research area taxonomy that classifies research in ICT for governance and policy modelling into 5 catagories:

1. Open government information and intelligence for transparency;
2. Social computing, citizen engagement and inclusion;
3. Policy making;
4. Identity management and trust in governance; and
5. Future internet for collaborative governance, (CROSSROAD, 2010a).

This paper explores the legitimacy of the public relations? sectoral internet mediated interaction beyond the mere ?skill set revolution? and examines its significance at the heart of any future evolution of PR practice.

It explores the fundamentals from a human evolutionary perspective, showing the inevitability of human adoption of the internet and internet mediated social interaction. It then offers reasons to believe that all public relations theory has inter alia internet driven challenges in the near and near distant future as part of fundamental changes facing communications and behaviour change related social and commercial industries.

It is not that there is a dearth of evidence as to the influences of the internet and its societal, economic or even social media effects in either attitude or behavioural change.

The use of social media enabling users to interact, create value and influence commercial and public institutions has been well documented (Huijboom et al. 2009). Social media facilitate creation of social identities (Castells 2001), creates a process sometimes called social contagion or viral activity (Lewis et al. 2008) and comparison (Grevet and Mankoff 2009) by allowing people to share and amortise personal effort in the process of delivering behavioural change (Garrett 2006). Indeed the empirical evidence of behavioural change wrought through the use of social media is also documented (Cugelman et al 2009) with some considered views on influence (Cugelman et al 2009 /2) and the impact of initiatives driven by the internet including social media as a disruptive force that may affect the power balance between markets, governments, consumers / citizens and NGOs (Langley et al 2010). Other evidence from health (Richardson 2010) and business (Gillin 2010) shows how behaviourally affective internet mediated communication can be and cannot be (Christakis 2010).

From the abundance of reported evidence it would appear that internet mediated communication can and does act in changed attitudes and behaviours.

There is anecdotal evidence of under reporting of these effects (Phillips 2011).

In this respect Internet mediated PR confirms a place in communication considerations of public relations theory.

In its 2008 White Paper, the Authentic Enterprise, the Author Page Society (Iwata, J 2008) noted that, at the same time that, as the multinational organisation and its management systems ?were taking ever clearer and more defined shape, three countervailing trends were arising that have revolutionized the environment in which businesses operate: the digital network revolution, global integration and stakeholder empowerment. Together, they call into question many basic assumptions of the 20th century corporate model.?

There is considerable literature to support evidence for such trends.

The nature of such corporate change provoked by the network effects of internet communication is empirically validated in PR literature by Amaral and Phillips (Amaral and Phillips 2009). Global integration is reported as a corporate pinch point at the start of 2011 according to a Forbes report (Forbes 2011), In addition in PR literature Van Dyke and Vercic, (Van Dyke and Vercic, 2009) offer a well argued case. Evidence offered by Patrizia Nanz Jens Steffe as far back as 2003 argued the extent to which democratisation of global governance will ultimately depend upon the creation of an internet mediated transnational public sphere and is well documented in the PR literature from Dahlgran (2005) to Jackson (2010).

The forgoing is not offered as empirical evidence to demonstrate why the internet is important to PR and PR theory. It merely demonstrates that, without much by way of the PR industry?s actual engagement, the effects of these technologies have begun to changed the practice of managing reputation, constituent engagement, development of trust and organisation?s licence to operate.

The evidence suggests that the PR industry has some way to go.

In the UK, consumers used the Internet extensively to buy things in December 2010.

Graham Charlon at eConsultancy in a report ?Christmas e-commerce stats round up? (Charlton 2011) revealed that consumers had continued to engage with ecommerce at a very considerable rate.

44% of Britain's online adult population upped their online spending this Christmas compared to 2009, pushing the total amount spent online to 2.8bn.
45% of those who shopped online encountered website problems while doing their Christmas shopping, and 32% abandoned purchases as a result.
86% of UK consumers logged onto the internet over Christmas Day and Boxing Day this year, an increase of over 10% when compared with figures from 2009.
22% of online users accessed the internet on their phones, confirming the importance of mobile commerce for retailers.
30% of online consumers used the internet to shop online on Boxing Day, while 62% of online consumers shopped for sale items and discounted products across the two days.
Online sales at John Lewis reached 500m this year, and sales in the five weeks to January 1 were up 42% on the same period last year.
On Boxing Day, eBay and Amazon were the most visited e-commerce sites, with 9.96% and 7.02% of visits respectively.

These data would suggest that social media among many other things had some considerable effect (Gillin 2010) which would lead the observer to imagine that advisors to companies would be making the case for significant activity.

The evidence suggests otherwise.

The 2010 Econsultancy's Social Media and Online PR Report (eConsultancy 2010) revealed that:

? Some 40% of companies say they have ?experimented with social media but have not done much?, while just over a third say they have done an ?average amount?.
? Around a quarter of company respondents (26%) said their most senior managers were ?very interested indeed? in social media, compared to 19% who said there was ?very little interest?.
? Social network profile creation and management is still the most widely used social media tactic, although the proportion of companies who do this has decreased from 65% last year to 56% this year.
? Direct traffic (72%) is still regarded as the most important metric for assessing social media activity. Almost three-quarters of respondents say this is one of the three most important metrics they use.
? 45% of responding companies don?t have any policies or guidelines for the use of social media.
The PR industry has been, it might be said, dragged along by a force it does not comprehend very well.

Maloney suggested that ?On the skills side the rise of new media is the revolutionary change.?
In many ways PR is overwhelmed by the pace, extent and implications of this change and has to develop skills in response to its evolution.

Perhaps, given the evidence we can also challenge the assumption that ?new media is the revolutionary change.?

Is it that the rise in use and application of ?new media? is a revolution? Indeed, is that the internet and its technologies are revolutionary or, in human evolutionary terms, a human an inevitability?
To be able to argue that the $ multi-billion PR industry needs to take a more fundamental look at the significance of the internet we need to address some of the assumptions. There has to be some consideration as to why the internet evolved and the nature of its evolution in human as well as technical terms to be able to identify if new media is the extent of the revolution........

More soon.

Comment on Digital Strips Episode 228 ? Book Club: Templar, AZ ? 4th Edition by The Geek

It?s time again to gather at Daku?s house for another Digital Strips Book Club! I brought lemon squares and my recipe for those Swedish meatballs and I hope you read the assigned pages for this month. We don?t? well, we don?t have too much to say about Chapter 4 because it embodies the antithesis of that classic Elvis tune (a little less action, a little more conversation).

But we kick things off with a team-up effort on the part of Rosscott and Caldy, both so named because they live on the Internet. Their comics? Respectively:

After a mutual friend of theirs was wrongly ripped off, intellectual property style, they decided to collaborate on a comic/flowchart (see als0: here) to determine whether or not you, the average-to-above-average Internet user, are harming the Web with your ability to give credit where credit is due. We debate the effectiveness and necessity to point out these facts to those who don?t seem to care about them in the first place.

Amongst this debate, I?d be remiss if I didn?t correct the first of my many mistakes in giving you the name of the store where you can find the fruits of this labor:

Another online shop destination that offers various shirts for geeks, supposedly (miraculously) devoid of any copyright infringement or IP theft:

Finally, we tardily note the rewarding of the Xeric Grant to Steve LeCoulliard.

His work on Much the Miller?s Son (which we reviewed here) is both old-school and rowdy, never anything less than hilarious and professional. This grant will help him produce Book 3 of his comic and couldn?t be granted to a more deserving cartoonist.

The Toothaches? ?Sisyphus? takes us into our second segment, where we give our thoughts on the fourth chapter of Templar, AZ. I?ll let that conversation speak for itself, but needless to say we hope the comic finds a new drive and purpose in the next chapter.

Regardless of where we end up at the end of this Book Club, I?ll be glad I read this comic for myself, so the opinions I have about it are none but my own. I encourage you to follow along with us and do the same!

Expected Sales Increase Of Christmas Flowers

Leading online flower retailer Serenata is expecting a 30% boost in sales for its Christmas Flowers this year, indicating a steady strengthening in the UK financial system.

PR9.NET November 11, 2010 - LONDON, UK - UK homes will have much more than just presents under the tree for Christmas this year. Flowers for Christmas will also be on many shopping lists for, according to one of the leading online flower shops Serenata Flowers.

With festive floral product sales continuing to boost, it's a sure indication the UK economic climate is attaining ground and the recovery is well under way.

"We anticipate orders for Christmas flower arrangements to increase an additional 30% over last year. This suggests that the lower joblessness rate we've been experiencing in the UK combined with the growth we've had in the construction, manufacturing and hospitality industries is beginning to spread. Now, people not only have extra disposable income, but they are additionally less worried about falling back into recession," explained Peter Ahl, MD of the award-winning web florist Serenata Flowers.

The online florist has additionally experienced a substantial raise in the number of first Christmas orders, which implies shoppers have learned from the recession and are planning ahead.

"The numbers advise we'll have a much better Christmas across the board than we have the last few years. More consumers are preplanning their presents and we believe this is a direct result of the recession -- consumers are budgeting, saving and organising their purchasing, rather than impulse shopping," Ahl added.

Business is flourishing for online flower shops. The industry expects to sell more than half a million xmas flowers and bouquets this season alone. And according to Serenata's statistics, over fifty percent of all Christmas flower deliveries will be purchased online.

The Christmas delivery service is popular with customers outside the UK who would like to send flowers and gifts to friends and loved ones living in the UK. Serenata believes the growing number of British expats purchasing flowers online is a good sign that, while customers are spending more than they do during the economic downturn, travel budgets may perhaps however remain tight.

"Having Christmas flowers delivered is still one of the best ways to show someone love and affection, which may be extremely hard when long distances are involved. Mix wonderful roses and flowers of all kinds with the comfort of buying flowers on the web, nevertheless, and consumers can find the perfect present for everyone, no matter where they're in the world," said Ahl.

Norse Tattoos

tattoo designs

There are many reasons why people get Norse tattoos; in general, though, these designs are thought to express a certain amount of strength and dignity, and ? depending on the type that you get ? they can represent a myriad of mystical qualities. They are also sometimes used to show pride in heritage amongst those with northern European roots.

When many people think of Norse tattoos, the first things that come to mind are often runes. These symbols are widely considered to be quite powerful, so you may find it beneficial to do a good deal of research prior to committing to any of these pieces. This style frequently consists of the runic alphabet. This alphabet can make up an entire name, initials, or whole quotes, and may be made up in the design of the Elder Futhark or Anglo-Saxon runes; however, they may also be done in a Bindrune fashion, which shows one or more of the runes running together in a flowing manner. Runic charms are also quite popular for this particular style. Unlike the similar-looking Celtic patterns, runic charms tend to be more asymmetrical, and they may appear in a variety of hues, but are most commonly done in either basic black or red ink. Some of the more popular of the charm-like Norse tattoos include the ?helm of awe? or Aegishjalmur ? which is said to inspire power and protection in the wearer ? and the Vegvisir, or runic compass, which is thought to help guide the wearer through life.

Although they are slightly less common, you might also see Norse pieces that use long, decorative bands that are similar in appearance to Celtic knots, and you may also see art that depicts Viking warriors. Many of the Viking pieces done are considered historically inaccurate, and show the warriors in exceptionally violent poses, with ornate weapons, and horned or winged helmets. Although this style is thought to be inaccurate, many people prefer them, as they make for a more spectacular image. While the knot-work designs are usually more modest, and may consist of simple patterns, or more ornate work like the ?gripping beast,? which depicts at least two animals that are thoroughly entwined.

Though it is advisable to be mindful when it comes to Norse tattoos, you will find that whatever you choose, you are certain to have something that is both beautiful, and practically radiating with strength and tradition.

5 Plausible Reasons Eric Schmidt Resigned

Just why exactly is Eric Schmidt stepping down as Google's CEO? The closest Schmidt comes to explaining why is revealed in his now infamous tweet: "Day-to-day adult supervision no longer needed!"

That's not a satisfying answer. And it has only fueled speculation that Schmidt is really gearing up for a job within the Obama Administration or getting ready to be a human Google punching bag for an impending bureaucratic crap storm set to slam into Google soon.

In the absence of a more transparent tweet from Schmidt, here are five plausible reasons he is stepping down as Google's CEO.

1. Out of Gas

Schmidt has lost his energy and focus. That problem became acute about a year ago when he spent a lot of effort trying to keep Google's founders Larry Page and Sergey Brin from withdrawing censored searches from China. "Nudged by a board-member friend and an outside advisor that he [Schmidt] had to re-energize himself, he decided after Labor Day that he could reboot," Ken Auletta wrote in the New Yorker online today. "He couldn't. By the end of the year, he was ready to jump on his own."

2. Going Out With a Bang

Schmidt wants to go out at the top of his game. He's had an outstanding decade at the helm of Google, capped by knocking Microsoft off its lofty perch in the tech pecking order. The battles ahead promise to be difficult and it appears Schmidt doesn't want to fight them. "Eating Microsoft's lunch may have been the salad days for Google," Michael Arrington wrote in TechCrunch. "Now they're fighting dual wars with Apple and Facebook, and the odds, in my opinion, aren't completely in their favor."

3. Bureaucratic Martyrdom

Google is entering a new era and it's time for the troika at its head to realign their duties. There are going to be lots of distractions in the coming months--lawsuits, Department of Justice rumblings and privacy grumblings--which could interfere with innovation at and management of the company. Schmidt may be ready to be a lightning rod for those distractions. "So Schmidt, in the scenario that Google's laid out, tackles all of these issues, which leaves Page to run the house," observed Seth Weintraub in Fortune.

Image Credit: Marina Dimova via VisitBulgaria.info 4. Bureaucratic Ambitions

Schmidt wants a government job. He's already an advisor to President Obama and reportedly they have a great rapport. "Obama needs to bring in people from the business sector with Schmidt's credentials," opines tech columnist John Dvorak. "So I'm expecting some sort of appointment to a commission or council or panel or some other precursor to whatever real job he gets."

5. No Adult Supervision Needed

Adult supervision is no longer needed at the company. When Schmidt arrived on the scene, the running joke was that he provided adult supervision for Page and Brin. To listen to Schmidt today, that responsibility clearly isn't needed any more. "In this new role I know he [Page] will merge Google's technology and business vision brilliantly," Schmidt wrote in the official Google blog. "I am enormously proud of my last decade as CEO, and I am certain that the next 10 years under Larry will be even better! Larry, in my clear opinion, is ready to lead."

Serving Django Static Files through Apache

Django?s development server is capable of serving static (media) files thanks to the view django.views.static.serve. Popular web servers like Apache, Lighttpd or NGINX are much faster though, and as such should be used in production mode. Our goal is to bypass Django and let Apache (or other valid alternatives) directly serve static files like images, videos, CSS, JavaScript files, and so on, for us.

Generally speaking, for performance reasons, it?s advised that you have two different webservers serving your dynamic requests and static files. In practice, for smaller sites, people often opt to simply use one webserver. In this article, I?ll discuss how to serve the static files within your Django project, through Apache.

The first thing we need to do is distinguish between development and production mode. We can do so by simply specifying DEBUG = True (development), or DEBUG = False (production) within our settings.py file.

settings.py may include (among others) the following declarations:

*PATH constants indicate paths on your filesystem (e.g., /home/myuser/projects/myproject), while *URL constants indicate the actual URL needed to reach a given page or file.

Notice that it?s not unusual to have a /site_media URL that corresponds to a /media folder. In the example above, I opted to separate regular media files for the project from the standard ones that ship with Django for the admin section. To do this, all we have to do is create a symbolic link as follows:

When you?re in development mode, and DEBUG = True, you want to let Django serve your static files. This can be done by adding the following snippet (or similar) to your urls.py:

In production mode, the code contained within the if clause will not be executed as we?ve set DEBUG to False within settings.py.

From the Django side of things, we are good. We now need to instruct Apache. Within your virtual host file, you can specify something along the lines of:

The first group of declarations essentially tells Apache to use mod_python to handle any incoming requests. However, we don?t want Django to deal with static files, so the second group of declarations, aliases/maps the /site_media URL with the actual media directory on the server, and tells Apache to threat it as static content (with SetHandler None) bypassing de facto Django.

  1. Nice to see this piece of information in such a clear way.

    Tks for the tip.

  2. You can try http://www.cherokee-project.com it?s an amazing webserver ..

  3. Yes, Leonel. Cherokee is awesome.

  4. I fail to see the point in the ?if settings.DEBUG? statement in urls.py since the webserver will already be taking care of things before you get there in production?
Also ?MEDIA_ROOT = ?%s/media/? % BASE_PATH? should probably be ?MEDIA_ROOT = os.path.join(BASE_PATH, ?media?)? if you want to be os agnostic.

  5. sorl, if Apache is misconfigured, checking for settings.DEBUG ensures that the files aren?t being served by Django. Regarding your second point, this article is clearly aimed at *nix systems (you wouldn?t do ln -s on Windows either).

  6. Ironically if you are unsure if your production environment is set up properly you might want to set DEBUG to True. Perhaps using a similar ?trick? to http://www.djangosnippets.org/snippets/644/ for urls is a better idea (import local_urls?)? As for point #2: There are absolutely no reasons not to use os.path.join

  7. sorl, while I don?t think it?s a big deal, I agree that using os.path.join is probably better.

  8. I totally agree its not a big deal.. its just annoying to see that if statement since it doesn?t do much good, do you know any other blog posts I can spam? :)

  9. Does it also work this way when I want to display pictures in MEDIA_ROOT on a webpage?
I?ve tried this and don?t find the error ? but don?t see a picture ? *sigh*

    In the webpage I have:
    <img src="
    http:///zooscan/profilepics/PIC.png ? />
    Thanks for any hints!

  10. Thanks so much! This was just what I was looking for. Django is awesome, but this is its one Achilles heel so far.

  11. Thanks so much, Antonio!

Making Your Own Fishing Lures

Making fishing lures may be easy for the seasoned do-it-yourself angler. But the maintenance of these lures is just as important to ensure a tip-top condition.

After buying or making the fishing lures there is still the responsibility of taking care of and repairing them so that they are always in good condition. This requires some effort and time but is usually easy for the angler who makes his own fishing lures.

Since he makes them and puts them together, he also knows how to take them apart and repair them. He also has the tools and fishing lure parts necessary for such work. All the tools required to assemble the parts and make the lures are explained on this page at http://www.make-your-own-fishing-lures.com/hand-tools.html .

Fishing lures in general do not require much care when storing them in a home or shop. The best idea is to put them into cabinet drawers or individual boxes so that they can be found easily and can be kept dry. In humid climates or near the seashore it is important not to expose the metal parts to the air; otherwise, hooks will rust and other metals will corrode.

Fishing lures that have feathers or hair should be kept in airtight containers so that moths and other insects or small animals will not get to them. This also applies to new fishing lures that haven't yet been used. Lures which have been used require considerable care if you want to get the maximum use from them. Freshwater fishing lures usually require less care and repair than saltwater ones.

In general, when examining any fishing lure you have made or bought it's a wise policy to repair it if you are the least bit doubtful about its condition. Repairing usually means sandpapering the part of the lure body that is slightly chipped and then touching up with a small brush, using enamels or lacquers.

Replace the hooks with new ones if they are badly rusted. When doing this it is important to use the same size and weight as the old ones so that the action of the fishing lure is not changed in any way. If the damage is too bad and the lure cannot be repaired, throw it away after salvaging any usable parts.

It doesn't pay to take chances with a fishing lure that is weak in any way. You may hook a record fish but lose it if the lure is not dependable. Many anglers who buy their fishing lures in tackle stores often use them until they fall apart, before buying new ones. But if you make your own fishing lures you can afford to use only those that are still in good condition.

It is better to be safe than sorry.

Sensex climbs 181 points as RBI hikes key rates by 0.25%

MUMBAI: The BSE benchmark Sensex was trading over 181 points higher at 1145 hours today on increased buying by funds and retail investors, even after the Reserve Bank of India hiked key short-term lending and borrowing rates by 25 basis points each.

The 30-share Sensex, which had gained nearly 100 points at the start of the session, was up 181.49 points, or 0.95%, at 19,332.77 at 1145 hours.

All the sectoral indices-led by oil and gas and capital goods-were trading in positive territory, with gains of up to 1.36%.

The broad-based National Stock Exchange index Nifty regained the 5,800 points level in early trade, rising by 58.30 points, or 1.01% higher, to 5,801.55.40.

Stockbrokers said buying activity picked up as the RBI's decision to raise its short-term lending and borrowing rates by 0.25% each to curb rising inflation was in line with the market expectations.

Cursive Tattoos

tattoo designs

When it comes to text in body art, cursive tattoos are certainly one of the most popular. This is due mainly to the fact that cursive writing has an elegant, flowing appearance. It does not hurt, of course, that you can use this style to create fine letters and words that can easily be fit into discreet areas of the body, or make otherwise large texts smaller, and thus opening up the areas of placement.

There are a few different styles of writing that you can use for your cursive tattoos. The D?Nealian style is one of the most common. Many people were taught this manner of writing very early, as it is one of the most simple forms of cursive. Therefore, when creating text tattoos, this is generally the first design used. The Zaner-Bloser style, though, is usually utilized for cursive tattoos, as it has a more flowing, graceful appearance. For something a bit different, you could use either Palmer cursive, or a tearless handwriting. The Palmer style has a more billowy appearance than the others, while the tearless manner is more staunch, and is akin to a Gothic-type script.

Some cursive tattoos feature the written script by itself. Although most people use whole words, or long quotes, sayings, poems, or lyrics, some people use single letters. This is usually only done for initials of people or places; however, they may also be used for religious or Latin abbreviations, on tombstones, or alongside Roman numerals. Whole words are rarely done in a simple cursive script, and generally bear a more lacy, or even watery appearance. Long texts, on the other hand frequently play down the style of the text, and often feature the bold, flowing designs on the first letter of the body, or the first letter of every line.

You may occasionally see cursive tattoos that are transformed into a variety of images. One interesting example of this is to elongate the writing to create a body and tail to go with the head of a dragon or snake. The words can be twisted into the shape of hearts, or ? for a longer body of text ? a flower can be created: the first line being the stem, with small lines of words inverted into the center of the flower.

Cursive tattoos ? whether placed by themselves, alongside a variety of symbols, or transformed into something unique ? are beautiful, and can add a touch of class to any piece of body art.

British pound hammered by shrinking economy (AFP)

LONDON (AFP) ? Sterling slumped against the euro and dollar on Tuesday as official data showed the British economy shrank surprisingly at the end of last year, analysts said.

In London trade, the pound slid to $1.5783 from $1.5988 in New York late on Monday. The euro rose to 0.8604 from 0.8527 on Monday.

"The pound tumbled across the board after preliminary fourth quarter GDP came in significantly below expectations," said Michael Hewson, an analyst at trading group CMC Markets.

"Part of this can be put down to the bad weather in December; however the extent of the fall has spooked markets and seen the pound plummet and gilt (bond) prices soar as the likelihood of a rate hike disappears in the near term."

Britain's economy shrank by a shock 0.5 percent in the fourth quarter of 2010, dashing expectations for growth, as freezing weather sparked the first contraction since 2009.

Gross domestic product (GDP) fell 0.5 percent in the three months to December, after expansion of 0.7 percent in the third quarter, the Office for National Statistics (ONS) said in a statement giving its initial estimate.

That was the first drop since the third quarter of 2009 and confounded expectations for modest growth of 0.4 percent in the fourth quarter, according to analysts polled by Dow Jones Newswires.

"These awful figures present the Bank of England with a major headache but also justify (BoE governor) Mervyn King's reluctance to countenance a rise in rates."

British interest rates have stood at a record low 0.50 percent since March 2009, while prior to Tuesday's data many economists were forecasting a rise soon to help counter strong inflation in Britain.

Meanwhile, there is growing expectations that the European Central Bank is eyeing an interest rate rise to respond to inflation pressures in Europe.

The euro touched a two-month high of $1.3686 late Monday after ECB chief Jean-Claude Trichet warned against inflation pressures in the eurozone, in an interview with the Wall Street Journal.

"Trichet's remarks raised speculation that the ECB may raise interest rates," said Akihiro Tanaka, dealer at Resona Bank.

Optimism is also growing that the European Union is getting to grips with its financial and sovereign debt crisis, with political turmoil in Ireland failing to dampen sentiment.

Dealers noted Spain's announcement on new plans to reform and stabilise its regional savings banks, seen as a weak link in the financial system.

In London on Tuesday, the euro changed hands at $1.3581 against $1.3635 in New York late Monday, at 111.83 yen (112.50), 0.8604 (0.8527) and 1.2876 Swiss francs (1.2939).

The dollar stood at 82.35 yen (82.48) and 0.9480 Swiss francs (0.9478).

The pound was at $1.5783 (1.5988).

On the London Bullion Market, the price of gold fell to $1,327.70 an ounce from $1,343 late on Monday.

UK economic recovery comes to surprise halt in Q4 (AP)

LONDON ? Britain's economy contracted by half a percent in the last three months of 2010, official data showed Tuesday, shocking markets which had expected a continued recovery and causing the pound to slump.

Severe winter weather in December had a strong impact, particularly on the construction sector, the Office for National Statistics said. Not counting the effect of the snow, which snarled transport and kept people away from shops before Christmas, it estimated GDP would have been flat ? still well below market expectations for at least 0.4 percent growth.

Analysts warned that the underlying performance of the British economy had taken a severe hit, casting doubt over the government's plans for sharp spending cuts and tax hikes.

"We are in for a rough ride," said Graeme Leach, chief economist of the Institute of Directors, a membership organization of business leaders. Expectations of 1.3 percent growth in 2011 would have to be downgraded, he said, and pressure would grow on the Bank of England to resume pumping money into the economy.

The pound fell sharply from $1.5901 to a low of $1.5753 immediately after the figures were announced.

The dismal figures muted any expectation that the Bank of England would soon raise its base interest rate from an all-time low of 0.5 percent to deal with persistent high inflation. Its pump-priming program of asset purchases, known as quantitative easing, was suspended in December 2009 after injecting 200 billion pounds ($320 billion) into the economy.

"However worried the Bank of England may be about its credibility, raising interest rates against a backdrop of such weak demand seems out of the question," said Simon Hayes at Barclays Capital.

"At the same time, with tax rises in the first half of 2011 already expected to hit consumer demand, the government is open to accusations of causing a double-dip recession. Plan B may need dusting off."

Britain's Treasury chief, George Osborne, said the government "will not be blown off course by bad weather."

"There is no question of changing a fiscal plan that has established international credibility on the back of one very cold month. That would plunge Britain back into a financial crisis," Osborne said.

But analysts noted that the weak figure was not due only to the poor weather.

Output of the dominant services sector dropped by 0.5 percent and construction slumped by 3.3 percent, the ONS said. Manufacturing and other production industries were a bright spot, with 0.9 percent growth.

The figures are preliminary, leaving them open to revision, and followed four quarters of growth ? including 0.7 percent in the third quarter ? as Britain climbed out of a deep recession.

Jonathan Loynes, chief European economist at Capital Economics, said the figure was "shockingly bad" and would "raise serious concerns over whether the economy is in a strong enough position to withstand the coming fiscal tightening."

Analysts generally expect growth to slow in 2011 due to the impact of government job cuts and a hike in the broad-based sales tax ? the value-added tax ? from 17.5 percent to 20 percent.

"Presumably GDP growth will now rebound pretty strongly in Q1, as it did after weather effects in Q4 2009. But other adverse forces, not least the impact of the latest VAT hike, could limit the size of the bounce," Loynes said.

Although British exporters could benefit from strong demand from booming economies in Germany, China and the Middle East, the risks of a return to recession have increased, according to Chris Williamson, chief economist for Markit.

A day earlier, a senior business leader accused Prime Minister David Cameron's government of neglecting growth while it hacked at spending.

"It's not enough just to slam on the spending brakes. Measures that cut spending but killed demand would actually make matters worse," said Sir Richard Lambert, outgoing director-general of the Confederation of British Industry.

Lambert said business growth was impeded by some government policies, including a cap on immigration, a shakeup of planning regulations, and the planned abolition of employers' rights to force workers to retire at 65 regardless of their performance.
